By definition, mandatory minimums circumvent the judicial branch. In practice, they send minorities and the poor to jail. For these two reasons, they shouldn't exist at all. Sadly, every state has them at some level, and the federal government thinks they are a wonderful idea. Thus none of the states are green. But some are blue, having made significant efforts to scale these minimums back to reasonable levels, e.g. for violent crimes rather than simple drug offenses.
